I have found a recipe that uses wheat germ - what is wheat germ and can I use a substitute?

"Wheat germ flour is brown flour which contains at least 10% added wheat germ (the embryo of the wheat seed which is usually discarded when wheat is milled to white flour)" - this is a quick look on the internet on a Google search.
